Transformation: A thorough or dramatic change in form or appearance. This is the vision of the University of Kentucky Chief of Police Joe Monroe. Transform Law Enforcement. Since the summer of 2020, we have heard the call to “Reimagine” policing. From coast to coast, citizens of this great country have called for changes in how police operate. But what does that mean?
This is not a novel or fad idea or endeavor for Chief Monroe. In fact, he has been running one of the best-kept secrets, in terms of policing leadership conferences, for a decade now. The Transform Law Enforcement Conference was an idea he developed when he became concerned about the lack of creativity and flexibility in policing. The times were changing, and we were slow to adapt.
Chief Monroe didn’t get discouraged, he got to work, doing what he does best, partnering with his community and others to move the needle in a positive direction in policing. His first stop is one that anyone in law enforcement is familiar with, Galls, one of the most recognized brands in police and first responder equipment and uniform supply. In their corporate conference room, Chief Monroe assembled law enforcement leaders and educators and began to challenge the future leaders about what policing could be.
Kentucky is known for its beautiful horse country, bourbon, and basketball. Now, in the policing world, it is known for the Transform Law Enforcement Conference. I have been honored and privileged to be part of this conference since 2017, so I am happy to share this story.
